IP Masquerade, part deux?

To rephrase the question: Following the method listed here - http://www.pcduino.com/how-to-build-kernel-for-pcduino/  - how would a build of IP Masq, IP Tables, etc be done? I am confused because 'make menuconfig' shows the module as selected but the top level 'make' does not build everything... 

I've attempted to follow the directions listed first, then run 'make ARCH=arm CROSS_COMPILE=arm-linux-gnueabihf- menuconfig' which has IP Masquerade already selected in the linux-sunxi directory. Executing 'make -j4 ARCH=arm CROSS_COMPILE=arm-linux-gnueabihf- uImage modules' fails.
